Of Campbell and Free Will

Four questions:

1. Is free will a precondition of moral responsibility?
2. Agree or disagree: "Moral freedom, then, pertains to inner (non-observable) acts."
3. Does free will have to be the result of a sole author?
4. Is it free will if the author "could have acted otherwise"?
